Japanese Balloon Bomb

During WW II Japan sent over, via the jet stream, balloons bombs.  I understand that a couple of fires were started and even some picnicers killed who found an unexploded one.  I don't believe that they were ever a great threat, except that we now know that biological weapons were being developed and seriously considered.  Who knows...Japan was working on an Atom Bomb and may have contemplated sending one of those over too.  In wartime many events and actions take place that are regarded as 'horrifying' and 'insane' in peace time.
